==Background==&lt;br /&gt;
New legislation requiring compliance. Preliminary stages of compliance completed by Patrick.&lt;br /&gt;

2 screenings of buildings, to carry out an accurate assessment of a building&amp;#039;s strength:&amp;lt;br/&amp;gt;&lt;br /&gt;
* 1st: preliminary, basic&lt;br /&gt;
* 2nd: If a building fails the first assessment, a second more comprehensive(advanced) survey is carried out.&lt;br /&gt;
&amp;lt;br/&amp;gt;&lt;br /&gt;
*This process is currently all manual and there is no infrastructure to support it. It needs to be supported to reduce cost and time taken.&lt;br /&gt;

==Aims==&lt;br /&gt;
* Application that can:&lt;br /&gt;
** Store all the data relevant to an assessment of a buildings strength/susceptibility to damage in an earthquake&lt;br /&gt;
** analyze the data to determine if a building passes the first screening&lt;br /&gt;
** Generate reports from the data that satisfy all the necessary requirements and standards, in a printable and easily storable/transferable format&lt;br /&gt;

&amp;lt;br/&amp;gt;&lt;br /&gt;
==Requirements==&lt;br /&gt;
* Data stored should be easily exchangeable with other systems&lt;br /&gt;
&amp;lt;br/&amp;gt;&lt;br /&gt;
&amp;lt;br/&amp;gt;&lt;br /&gt;
==Current process==&lt;br /&gt;
* Surveys carried out manually&lt;br /&gt;
* Advanced survey/calculations done by hand and on paper&lt;br /&gt;
* Paper copy report generated and stored&lt;br /&gt;

==Constraints==&lt;br /&gt;
* Privacy concerns&lt;br /&gt;
** The general public should not be able to access all data about buildings. This is to prevent situations where a building is identified as earthquake prone and this leads to a drop in value/rental incomes and possible repercussions to the council.&lt;br /&gt;
&amp;lt;br/&amp;gt;&lt;br /&gt;
* Scalability&lt;br /&gt;
** Scalable to all NZ councils, and nationally&lt;br /&gt;
** Current ~4,500 buildings have been surveyed. Small amount of text and 0 -&amp;gt; a few photos. This is approx 6GB of data. ~1,500 buildings are likely to need more comprehensive survey. ~20 photos + plans + reports per building hence large size of data set.&lt;br /&gt;

==Possible future goals==&lt;br /&gt;
* Make the system available to other councils in NZ&lt;br /&gt;
* Combine the databases to develop a national database&lt;br /&gt;
* Interoperability with existing/new council systems&lt;br /&gt;
* Integration with GIS or other systems&lt;br /&gt;

Envisioned 3 types of end users:&amp;lt;br/&amp;gt;&lt;br /&gt;
* Property owners - can view details about their properties&lt;br /&gt;
* Council officers - Process and use data stored in the system e.g to approve plans&lt;br /&gt;
* Academics, Govt., emergency services - Make high level analysis/plans using the information available and the reports generated&lt;br /&gt;
